When I was collecting unemployment I was surprised to learn the state was more concerned with people not collecting a paycheck under the table than it was with whether you were actively looking for a job. Maybe the loss of tax revenue?

The problem with ending benefits after 26 weeks is that people that could find work are mixed in with many that are quite desperate, and it's not so easy to tell which is which, without spending a lot of time and money.
